For the Negro pilots of Tuskegee, fighting the air war against an experienced, combat-ready Luftwaffe was only half the battle. First, they had to defeat a formidable enemy at home: discrimination. Since the First World War there had been resistance to the idea of Negroes serving in the Air Corps. The War Department, steeped in a military tradition of segregation, had grave doubts that Negroes could be trained to fly or become effective combat pilots. This was a new version of the same old battle that Negro fighting units had fought since the Civil War. It would take an act of Congress to change things, but like those other units, the Airmen of Tuskegee would measure up to the finest tradition of the American military.
